What Mobility Scooter & ECV Rental coverage includes
Scooter and ECV rental insurance combines rental and products liability with commercial auto for your delivery vehicles and inland marine for the scooters themselves, wherever they are.
- Rental liability - Injuries to renters and bystanders from rented scooters.
- Products-completed operations - Claims from units you rented, sold or repaired.
- Commercial auto - Vans and trucks that deliver and pick up scooters.
- Hired & non-owned auto - Employees' own or rented vehicles used for deliveries.
- Rental fleet (inland marine) - Damage and theft of scooters at resorts, ports and in transit.
- Property & business income - Shop, chargers and parts, plus lost income after a fire.
- Commercial umbrella - Higher limits for venue and cruise-line contracts.
- Workers compensation - Lifting and loading injuries to your staff.
Good to know: a signed rental agreement, a hands-on demonstration for every renter, written maintenance logs and MVR-checked delivery drivers open the most markets. Scooters themselves usually aren’t “autos” under a commercial auto policy, so renter liability and fleet damage are insured separately. Read the full scooter rental insurance guide below.
Not covered: modified or speed-increased units, use on public roads, and riders other than the renter unless specifically allowed.

Why scooter and ECV rental companies need specialized insurance
A mobility scooter rental business puts powered equipment in the hands of riders you only just met, often in crowded theme parks, cruise terminals, hotels and convention centers. Add delivery vans, lithium batteries and contracts with venues that require proof of insurance, and the risks look very different from an ordinary retail store. Many standard business policies don't fit, so coverage is usually built from several pieces.
Riders and bystanders
A tip-over, a collision with a pedestrian or a fall while getting on or off can lead to an injury claim against your business.
Delivery is driving
Dropping scooters at resorts, ports and homes means vans on the road every day, and employees' own cars often get used too.
A fleet that travels
Scooters are damaged, lost or stolen away from your shop, where most property policies stop covering them.
Venues set the terms
Parks, cruise lines and hotels may require specific limits and additional insured status before you can deliver or rent on site.
Coverages a scooter rental business should consider
Most scooter and ECV rental companies combine several policies into one program. These are the core coverages and why each one matters.
| Coverage | What it covers | Why it matters for scooter rentals |
|---|---|---|
| General liability | Bodily injury and property damage from your premises and operations | Injuries to renters and bystanders, damage to hotel rooms, ships or venue property |
| Products-completed operations | Injury or damage caused by equipment you rented, sold or repaired | A brake, tire or battery failure after the unit leaves your hands |
| Commercial auto | Liability and physical damage for vans and trucks used for delivery | Accidents on delivery runs; required for vehicles titled to the business |
| Hired & non-owned auto | Liability when employees use their own, borrowed or rented vehicles | Busy-season deliveries in personal cars or rented vans |
| Inland marine (rental equipment) | Physical damage and theft of scooters, wheelchairs and ramps anywhere | Units at resorts, ports, parks and in transit, not just at your shop |
| Property and business income | Shop, chargers, parts and sales inventory, plus lost income after a covered loss | A battery fire in the charging area can shut the business down for weeks |
| Crime | Employee theft, stolen cash and non-returned units obtained by fraud | Losses that general liability and property policies don't pay |
| Commercial umbrella | Extra liability limits above your general liability and auto policies | Venue contracts often ask for higher limits than one policy provides |
| Workers compensation | Employee injuries on the job | Lifting scooters, loading vans and climbing ramps lead to back and shoulder injuries |
| Professional liability (DME) | Errors in fitting, assessment or billing for medical equipment | For businesses that sell or supply mobility equipment as a Medicare / Medicaid supplier |
Is a mobility scooter an "auto"?
Usually not. Mobility scooters, ECVs and power wheelchairs are generally not treated as autos under a commercial auto policy, so your delivery vehicles and your rental fleet are insured in different places.
Covered by commercial auto
- Vans, trucks and trailers used for deliveries and pick-ups
- Accidents while loading or unloading on the road
- Employees' own and rented vehicles, through hired & non-owned auto
Covered elsewhere
- Renter and bystander injuries: general and products liability written for equipment rental
- Damage to or theft of the scooters: inland marine
- Scooters in your shop: property
Policy definitions vary by carrier and state. Listing every activity on your application is the best way to avoid gaps between policies.
What underwriters look for
Good rental controls are the biggest factor in which carriers will quote and what you pay.
| Control | What underwriters look for |
|---|---|
| Rental agreement | A signed agreement with release, hold-harmless and assumption-of-risk wording for every rental |
| Rider instruction | A hands-on demonstration and written safety instructions before the first ride, and a check of the rider's weight against the unit's capacity |
| Who can ride | A minimum renter age, and no operation by minors or anyone other than the renter |
| Maintenance | A written inspection of brakes, tires, batteries, lights and anti-tip wheels between rentals, plus recall tracking |
| Battery safety | A dedicated charging area, manufacturer-approved chargers and smoke detection, especially with lithium-ion batteries |
| Drivers | Motor vehicle records checked at hire and every year, and units secured with ramps or lifts and tie-downs in transit |
| Fleet control | Serial-numbered units checked out and in with a signed condition report, and idle units locked up |
Modified units: scooters with speed, motor or battery modifications, or units used on public roads, are excluded or declined by many carriers. Tell us about them up front.
Activities that change your coverage
Theme park and resort rentals
Crowded walkways mean more bystander exposure. Vendor programs and hotels often require certificates and additional insured status.
Cruise port deliveries
Units travel on board and to ports of call, so inland marine needs to follow them, and cruise lines may set their own requirements.
Sales and repairs
Selling, rebuilding or re-batterying units adds products and completed-operations exposure that a rental-only policy may not include.
Medical equipment billing
Billing Medicare, Medicaid or health insurance as a DME supplier calls for professional liability and, in many cases, a surety bond.

Scooter and ECV rental insurance questions
Does my commercial auto policy cover the scooters I rent?
Usually not. Commercial auto covers your delivery vans and trucks. Liability for renters' use of the scooters is normally handled under general and products liability, and damage to the scooters under inland marine.
Are my scooters covered when they are at a hotel, park or cruise port?
Only if your policy covers equipment away from your premises. Inland marine coverage for rental equipment follows the units wherever they are.
Does a signed rental agreement protect my business?
It helps, but it doesn't replace insurance. A release and hold-harmless agreement can reduce or shift some claims, and carriers expect to see one, but injured bystanders never signed it.
What if an employee delivers scooters in their own car?
Their personal auto policy may not cover business deliveries. Hired and non-owned auto liability protects your business when employees use their own or rented vehicles.
Do lithium-ion batteries affect my insurance?
Yes. Carriers ask about battery type, charging practices and smoke detection, because charging fires can damage your building and your whole fleet.
What does it cost to work with Societies Insurance?
There is no fee for quoting. We compare carriers for you and are paid by the carrier you choose.
